City of Plantation, Florida, Accused of Running Outrageous 2-Year “Ticket Trap,” Violating Florida Public Records Law, and Weaponizing Police in Gunpoint Home Detention Cover-Up

PLANTATION, FL. Shocking details have emerged exposing a systemic, multi-year traffic “Ticket Trap” operated by the City of Plantation, Fl and local law enforcement, which culminated in an egregious Federal Civil Rights Violation, and a subsequent high-stakes public records cover-up.

Photographic evidence confirms that for a two year period, the City of Plantation, Fl, postioned a large cargo container directly in front of a regulatory stop sign, completely blocking it from public view, in direct violation of Florida State traffic laws. Instead of correcting the hazard, Plantation police officers positioned themselves to ambush unsuspecting motorists.

The operation escalated into a severe constitutional violation in May 2023. After a local motorist observed an officer issuing a citation at the trap, the primary officer chose not to conduct a standard traffic stop on the road. Instead, the officer covertly trailed the motorist to their private residence.

1. Upon arriving at their home, the motorist was ambushed by five additional backup officers, who were already waiting on the property. The five waiting officers drew their firearms, detaining the non-violent, disabled African-American citizen, on their own property, at gunpoint over a routine traffic infraction.

The officers only holstered their weapons to issue a minor traffic citation.

The targeted motorist successfully challenged the citation in court, resulting in a total dismissal, after presenting clear photographic proof of the hidden sign.

However, the legal battle has now shifted to a massive cover-up of police misconduct. During the initial ticket proceedings, and strictly within Florida’s mandatory 90-day evidence retention window, the motorist served the city with a formal Request For Production, demanding the immediate release of all police body-worn camera and dashcam footage. The City of Plantation completely ignored the court discovery request, maintaining total silence to shield the officers from liability.

Now, more than three years later, the city is doubling down on its non-compliance. Formal requests under Florida’s Chapter 119, Public Records law were recently served via certified mail to the city, demanding immediate release of the broader citation data and the hidden May 2023 bodycam and dashcam files. The city has once again blown past legal deadlines, refusing to acknowledge the requests or produce the records.

2. Under Federal Law, a municipality can be sued under a Monell claim, when an unconstitutional custom or practice, violates a citizen’s rights.

Because the city was put on formal notice to preserve the videos within 90 days, any destruction or purging of this footage, constitutes explict “spoiliation of evidence”. In a Federal Courtroom, this timeline allows a judge to instruct a jury to legally presume the missing video footage proves the officers acted unlawfully.

A prominent South Florida civil rights trial firm is currently being retained to launch a Federal Section 1983 lawsuit against the individual officers, and a class-action lawsuit against the City of Plantation to force refunds for all drivers caught in the two-year trap.
