A new statewide coalition names Dani Baranowski executive director and launches to advance responsible regulation, consumer protection and beverage-specific policy.
TALLAHASSEE, Fla. (September 10, 2026) — The Florida Hemp Beverage Coalition (FLHBC), a new statewide public affairs and advocacy organization has formed to help shape the future of responsible hemp beverage policy in Florida.
Launched at a pivotal time for the industry, FLHBC brings together responsible low-dose hemp-derived beverage operators and stakeholders committed to advancing beverage-specific regulation, consumer protection, industry education and long-term category legitimacy. As lawmakers continue evaluating the future of hemp-derived products, the coalition aims to serve as a trusted resource for policymakers, regulators, the media and the public.
The coalition also announced Dani Baranowski as its Executive Director. Baranowski will lead FLHBC’s public affairs strategy, legislative engagement and stakeholder outreach while serving as the coalition’s primary spokesperson.
“Our mission is straightforward,” Baranowski said. “We support responsible regulation that protects consumers, provides clarity for businesses and strengthens confidence in Florida’s hemp beverage marketplace. We believe consumer safety and industry legitimacy go hand in hand, and we’re committed to working collaboratively with policymakers and stakeholders to help build a regulatory framework that reflects how this category actually operates.”
FLHBC also announced that former Georgia State Senator Judson Hill has joined its Board of Directors. Hill represented Georgia’s 32nd District from 2005 to 2017, serving in leadership roles including Chairman of the Senate Finance Committee, Vice Chairman of the Senate Republican Caucus and Deputy Majority Whip. An attorney and former Assistant United States Attorney who also served in the Reagan administration, Hill brings decades of experience across public policy, legislative strategy, law and business.
“We are honored to welcome Senator Hill to the Board,” Baranowski said. “His understanding of the legislative process and commitment to practical, pro-business policy will be incredibly valuable as we work to secure the long-term future of this industry in Florida.”
As Florida considers the future of hemp beverages, Hill’s experience will help the coalition advance a thoughtful, durable regulatory framework that protects consumers while supporting responsible businesses, retailers and distributors.
Unlike organizations representing broader cannabis or hemp interests, FLHBC is dedicated exclusively to Florida’s low-dose hemp beverage category. The coalition advocates for beverage-specific policies that recognize hemp beverages as a distinct adult-use beverage category while promoting strong testing standards, transparent labeling, responsible retail practices, age verification and regulatory clarity.
The coalition believes thoughtful regulation is essential not only for consumer protection but also for supporting Florida’s hospitality, tourism, retail and beverage economy. Through collaboration with lawmakers, regulators and industry stakeholders, FLHBC will advocate for policies that encourage responsible growth, strengthen public confidence and position Florida as a national leader in hemp beverage policy.
“Most of the decisions that shape this industry get made at the state level — what a retailer can stock, what a consumer can trust, whether a manufacturer can plan past next quarter. Florida is one of the most significant markets in the country for these products, and it deserves a coalition that shows up early, brings real data, and works constructively with legislators and regulators. I’m glad to be part of it,” said David Thomas, Chief Strategy Officer of Delta Beverages and FLHBC Board Member.
